衡重式挡土墙施工方案

一、工程概况

K110+985～K111+030路基衡重式挡土墙，衡重式挡土墙墙高：3～4m，采用M7.5砂浆砌片石。

主要工程量为：

墙身、基础： M7.5砌砂浆片石225.00m3 人工挖基土方:179.8m3 人工挖基石方：32.0m³

本项目所在地区境内属于北亚热带季风气候，具有雨热同季的特点，气候温和，雨量充沛。多年降水量1429.7mm，最高1700mm，最小1245.1mm，年蒸发量931.5～1073mm，历年平均蒸发量950.7mm。年平均气温15.3℃。无霜期279天，年平均日照1253小时。年降水量1260mm，是全省少雨和暴雨中心地区之一。灾害天气由春旱、洪涝、冰雹等，主要的是干旱。

二、施工安排

（一）工期：工期为30天

开工时间是二○一一年八月二十日，完工时间是二○一一年十月二十日。 （二）施工人员、机械及仪器安排

三、施工准备工作

（一）施工准备

1、熟悉招、投标文件，设计文件和有关规范。

2、勘察现场，修建施工临时设施，安装调试搅拌机，做好材料的储存和堆放，做好开工前的试验检测工作。

3、开工前，向监理工程师上报施工组织方案和开工报告，并严格按监理工程师批准后方案施工。

（二）材料准备

石料：采用质地坚硬、均匀、不易风化的片石，片石中部厚度不应小于15cm,极限抗压强度不低于30Mpa. 砂浆

（1）砌筑砂浆类别、标号符合设计规定，砂浆标号为7.07×7.07×7.07cm3

试件养护28天的抗压强度（单位为Mpa）。

（2）砂浆中所用水泥、砂、水等材料质量标准要符合砼工程相应材料质量标准。砂应用中粗砂，当缺乏中砂及粗砂时，在适当增加水泥用量的基础上，也可采用细砂。

（3）砂浆的配合比由试验确定，可采用质量比或体积比。 （三）测量

施工前，用全站仪放出基础开挖的大样，并用水准仪测量基坑开挖处的地面标高，基坑开挖到位后再放出基础的准确位置，待基础砌筑到位后放出墙身的位置。并及时测量，控制墙身顶面的标高。

（四）挖基和排水

施工前，根据测量放出的基础开挖边线，开挖边线要根据基础的开挖深度和土质情况确定放坡系数。基础采用挖掘机进行开挖至离设计标高20-30cm，后改用人工进行清槽。清槽后，用触探法进行地基承载力的检测。检测合格后，迅速进行下一步工序施工，避免基底长时间暴露。

基坑大小要满足基础施工要求，在渗水时，根据基坑、排水设计和基础设计所需基坑大小而定，一般要比设计平面尺寸各边增宽50~100cm。

挖基时，根据水深和渗水量大小，配备足够的抽水设备，抽干水，要在无水状态下挖基。

四、施工方案及施工要求

（一）基础施工 基底要求

（1）应将基底表面风化、松软土石清除。 （2）硬质岩石基坑中的基础，宜满坑砌筑。

（3）雨季在土质或易风化软质岩石基坑中砌筑基础时，应在基坑挖好后及时封闭坑底。当基底设有向内倾斜的稳定横坡时，应采取临时排水措施，辅以必要座浆后安砌基础。

（4）采用台阶式基础时，台阶与墙体应连在一起同时砌筑，基底及墙趾台阶转折处不得砌成垂直通缝，砌体与台阶壁间的缝隙砂浆应饱满。

（5）基坑应随砌筑分层回填夯实，并在表面留3%的向外斜坡。 （二）墙身施工

（1）墙身要分层错缝砌筑，砌出地面后基坑应及时回填夯实，并完成其顶面排水、防渗设施。

（2）伸缩缝与沉降缝内两侧壁应竖直、平齐、无搭叠；缝中防水材料应按设计要求施工。

（3）泄水孔应在砌筑墙身过程中设置，确保排水畅通，并应保证墙背反滤、防渗设施的施工质量。

（4）挡墙填料的内摩擦角不得低于35℃，墙体强度达到70%后方可填筑，并分层夯实。

五、确保工程质量的措施

（一）、工程质量目标

严格按照挡土墙设计文件、施工图纸及施工技术规范、质量检验评定标准，形成以项目经理为首的质量保证体系，加强施工过程控制，加强质量通病防治，消除质量事故隐患，确保本工程质量达到合格标准，争创优良工程。 （二）、项目质量管理机构

本项目进场后立即建立项目质量管理领导小组，由本合同段项目经理担任领导小组组长，项目副经理、项目总工程师任副组长，其组员由项目经理部各职能部门负责人、各工施工队负责人构成。

项目经理部质量安全部负责本项目的日常质量管理工作，对各施工队的质量工作进行监督与检查。

（三）、质量保证措施

1、加强施工前的图纸会审和技术交底

挡土墙施工前，组织技术人员认真会审设计文件和图纸，切实了解和掌握挡土墙工程的要求和施工的技术标准，理解业主的需要和要求，如有不清楚或

不明确之处，及时向业主或设计单位提出书面报告。

根据挡土墙工程的要求和特点，组织专业技术人员编写实施性施工组织设计，细化施工计划，并根据施工的技术要求，分部分项地制定详尽的施工方案，编写施工工艺，以保证该工程的质量达到要求。

挡土墙开工前要做好各部位、工序的技术交底工作，严格按照质量体系规定的内容做好技术交底，按照四级技术交底的要求，使各级施工人员清楚地掌握对将要进行施工的部位、工序的施工、施工工艺、技术规范要求，对特殊和重点部位要真正做到心中有数，确保施工操作的准确性和规范性。 2、做好工程实施的质量控制

配齐满足挡土墙工程施工需要的人力资源。有针对性地组织各类施工人员学习，进行必要的施工前岗位培训，以保证工程施工的技术要求，特殊工种作业人员须持有效上岗操作证，技术人员、组织管理人必须熟悉本工程和技术、工艺要求，了解工程的特点和现场情况，以确保工程施工能正常运转。

配齐满足挡土墙工程施工需要的各类设备。自有设备必须经检修、试机、检验合格后，方能进场施工，外租设备在进场前，要进行检验和认可，证明能满足工程施工需要后，方可进行施工。并严格执行“设备维修保养管理规定”及“施工机械操作规程 ”保证各类设备在施工中的作用，满足整个工程施工的需要。

挡土墙工程施工实行现场标示牌管理，标示牌上注明分项工程作业内容、简要工艺和质量要求、施工及质量负责人姓名等。 3、做好施工材料的质量控制

严格挡土墙施工材料的质量控制，并根据业主的要求选择适用的材料，我们将采取以下几方面保证材料质量并满足工程要求的措施。

对所有供应材料，必须在供货质量、信誉、供货能力等方面进行评价，在有保证持续供货能力的分承包方处采购。

做好挡土墙施工中材料进货的检验和标识工作。按质量体系标准和要求，在进货、检验、试验、进仓、登记、标识、使用等全过程，都必须严格执行“进货检验和试验控制程序”文件要求，从采购的第一程序开始，层层把关，确保

材料质量。

做好挡土墙施工中各种材料的质量记录和资料的整理与保存工作，做到各种证明、合格证(单)、验收、试验单据的齐全，确保其可追溯和完整性。 4、测量工作的质量保证措施

组织强有力的测量人员进行挡土墙的测量控制。实行从挡土墙测量放线到挡土墙完工的质量控制程序，严格执行复核制度、交底签认制度、向监理工程师报批制度，以“放准、勤复、点线面通盘控制”的方法，确保测量工作的准确无误。

对所有施工用的测量仪器，要按计量要求定期到指定单位进行校定，施工过程中，如发现仪器误差过大，应立即送去修理，并重新校定，满足精度要求后，方可使用。

5、加强施工过程的试验与检验

确保各种实验的有效性和准确性，在加强公司试验室对挡土墙工程中各种试件的测试工作的基础上，在现场设立专(兼)职试件人员，配合试验室工作，并严格按照规范要求做好各类原材料、砂浆等抽检和复检工作，认真把好质量关，用数据和分析图表配合和指导现场施工质量。

挡土墙所需的各类试验设备须按规定做好计量检定工作，在使用过程中要随时发现掌握可能出现的偏差，以保证计量设备的准确。 6、保证施工中的资料完整齐全

根据挡土墙工程验收和公司质量体系对工程竣工资料和施工管理控制资料的要求，做好各类资料的收集、保存、归档工作。尤其是以挡土墙资料的形式过程中，严格按照公司“文件和资料控制程序”的内容和要求，对图、表、签认、原始凭证、施工文件、往来信函等，在内容、格式等方面进行管理和控制，保证文件资料控制的有效性和追溯性，以保证工程施工质量，确保工程竣工资料的准确性、及时性和完整性。 7、建立有效的质量监控系统：

六、工期保证措施

挡土墙工程开工日期为2011年8月20日，计划工期30天。我单位保证在规定的日期开工，并在确保施工安全和工程质量的前提下，按工期要求完成全部工程，并一次达到交验标准。 （一）、确保工期领导小组 组长：项目经理

（二）、确保工期的措施

根据合同的要求，结合挡土墙工程的特点和本单位的实际机械、人员等情况，施工中将采取以下措施确保总进度计划的实施。 1、从组织管理上保证工期

（1）、挡土墙工程实行项目法施工，为便于管理和组织施工，满足施工需要，项目部下辖三个分部。我们将组织精干的施工人员，调集精良设备投入到本挡土墙工程项目之中，成立由主管生产副经理领导的，由有丰富的桥梁施工经验的人员担任生产指挥调度员，加强施工现场的协调和指导，以挡土墙施工队为生产实施对象，形成一个从上而下的主管施工进度的组织体系。

（2）、建立以挡土墙工程为核心的责权制体系，定岗、定人、授权，各负其责。

（3）、挡土墙施工队应坚持每天一次的生产布置会，做到当天的问题不留到下一天，并让每个生产者清楚明天的工作，及时安排布置，不耽误每一天。 （4）、生产调度室每周定期召开一次由各施工队负责人参加的生产调度会，及时协调队伍之间的生产关系，合理调配机械设备、物资和人力，及时解决施工生产中出现的问题，并积极参与协调好工程施工外部的关系。

（5）、建立严格的《工程施工日记》制度，逐日详细记录工程进度、质量、设计修改、工地洽商等问题，以及施工过程中必须记录的有关问题。 （6）、各级领导必须“干一观二计划三”，提前为下道工序的施工，做好人力、物力和机械设备的准备，确保挡土墙工程顺利地进行。

2、从计划安排上保证工期

（1）、在挡土墙工程开工前，必须严格按照《工程施工承包合同》的总工期要求，提出工程施工总进度计划，并对其的科学性和合理性，以及能否满足合同工期的要求并有所提前等问题，进行认真审查。

（2）、在挡土墙工程施工总进度计划的控制下，坚持逐旬（周）编制出具体的工程施工作业计划和工作安排。

（3）、对生产要素认真进行优化组织、动态管理。灵活机动地对人员、设备、

物资进行调度安排，及时组织挡土墙施工所需的人员、物资进场，保障后勤供应，满足施工需要，保证连续施工作业。

（4）、挡土墙工程计划执行过程中，如发现未能近期完成计划的情况时，必须及时检查分析原因，立即采取有效的措施，调整下周的工作计划，使上周延误的工期在下周赶回来。在整个工程的实施过程中，坚持“以日保周，以周保月”的进度保证方针，实行“雨天的损失晴天补，白天的损失晚上补，本周的损失下周补，本月的损失下月补”的补赶意外耽误工期的措施，确保总工程进度计划的实现。 3、从资源上保证工期

（1）、将挡土墙工程列为本单位的重点工程，该工程所需的机械、设备、技术人员、劳动力、材料、资金等资源给予优先保证。同时成立一个施工经验丰富、组织管理能力强，结构形式合理的项目领导班子，配备一班优秀的技术骨干、生产骨干和性能卓越、状况良好的施工机械，组成一个高素质、高效率的施工队伍。

（2）、“工欲善其事，必先利其器”。施工机械做到统筹安排、统一调配、合理使用。尽可能组织机械化流水作业，利用施工机械高效生产力率，做好施工机械的维修、保养工作，施工现场设置修理场，保证施工机械的正常运转。对重要的、常用的施工机械和机具应留有富余备用设备，以防万一。 （3）、制定严格的材料供应计划，根据挡土墙现场的施工进度情况保证各施工段材料的及时供应，杜绝停工待料的情况出现耽误工期。 4、从技术上保证工期

（1）、由项目部总工程师全面负责该项目的施工技术管理，项目经理部设置工程技术部，负责制定施工方案，编制施工工艺，及时解决施工中出现的问题，以方案指导施工，防止出现返工现象而影响工期。

（2）、实行图纸会审制度，在挡土墙工程开工前由总工程师组织有关技术人员进行设计图纸会审，及时向业主和监理工程师提出施工图纸、技术规范和其它技术文件中的错误和不足之处，使工程顺利进行。

（3）、实行技术交底制度，挡土墙施工技术人员应在施工之前及时向班组做好详尽的技术交底，勤到施工现场，对挡土墙施工过程做好跟踪技术监控，发现问题及时现场就地解决，防止工序检验不合格而进行返工，延误工期。

七、安全生产的保证措施

（一）、安全生产目标

挡土墙工程安全监控目标是：实现三无（即无重大伤亡事故、无中毒、无倒塌），一般轻伤事故率控制在1%以内。 （二）、文明施工和安全生产领导小组

（1）、对所有从事管理和生产的人员进行施工现场的全面安全教育，重点对专（兼）职安全员、领工员、班组长、从事特种作业的架子工、机械工、场内机动车辆驾驶以及新工上岗等进行培训教育。

（2）、新工人（含民工、临时工）未进行三级教育的不准上岗；变换工种或采用新技术、新工艺、新设备、新材料没有进行培训不准上岗。

（3）、挡土墙工程开工前，编制实施性安全技术施工组织设计，对技术复杂、施工危险性大、多发易发事故的施工作业，编制专项安全施工组织设计，认真执行安全生产“五同时”原则。

（4）、实行逐级安全技术交底制，由经理部组织有关人员对工程项目或专项进行书面详细安全技术交底。

（5）、通过安全教育，增强安全意识，树立“安全第一、预防为主”的思想；使全体干部职工对施工安全时刻保持高度的警惕性；提高职工遵守施工安全纪律的自觉性。

2、从施工环境上保证

（1）、挡土墙施工现场应设置醒目的安全标志牌，以及具体的安全规范牌。挡土墙施工现场的生产、生活办公用房、仓库、材料堆放场、停车场、生产车间等应按批准的总平面布置图进行布置。

（2）、挡土墙施工现场的生产、生活区设置足够的消防水源和消防设施，消防器材应有专人管理，所有施工人员要熟悉并掌握消防设备的性能和使用方法。 （3）、各类房屋、库棚、料场等的消防安全距离应符合国家或门的规定，室内不得堆放易燃品；

（4）、挡土墙施工场地所有用电线路采用“三相五线”接线方式，电气设备和电气线路必须绝缘良好，场内架设的电力线路其悬挂高度及线距应符合安全规定，并应架在专用电杆上。 3、施工机械的安全控制措施

（1）、各种机械操作人员和车辆驾驶员，必须取得操作合格证，不准操作与操作证不相符的机械；不准将机械设备交给无操作证的人员操作，对机械操作人员要建立档案，专人管理。

（2）、操作人员必须按照本机说明书规定，严格执行工作前的检查制度和工作中注意观察及工作后的检查保养制度。

（3）、驾驶室或操作室应保持整洁、严禁存放易燃、易爆物品．严禁酒后操作机械，严禁机械带病运转或超负荷运转。

（4）、机械设备在施工现场停放时，应选择安全的停放地点，夜间应有专人看管。

（5）、指挥施工机械作业人员，必须站在可让人了望的安全地点，并应明确规定指挥联络信号。

（6）、定期组织机电设备、车辆安全大检查，对检查中查出安全的问题，按照“三不放过”的原则进行调查处理，制定防范措施，防止机械事故的发生。

八、 文明施工及环保措施

（一）、文明施工和环保措施

根据建设部《建设工程施工现场管理规定》、有关部门及业主的有关要求，结合挡土墙工程特点，制定本措施。 1、成立文明施工和环保管理机构

成立文明挡土墙施工及环保领导小组和稽查小组，由项目部领导组成负责传达上级有关文明施工管理的会议精神和月检制度落实，稽查小组属于机动组，对文明施工和环保进行突击检查。 2、文明施工措施

（1）、挡土墙施工围蔽设施的设置以及所采取的相应安全措施 ①、工地内设置的挡土墙施工临时设施如现场办公室，职工、民工宿舍等房屋，整齐放置，统一规划，保证明亮整洁。

②、在挡土墙施工期间，生活办公区及与既有道路相交处的施工范围边线设置围蔽。

（2）、文明的宣传和监督

①、做好挡土墙施工现场的宣传工作。在作业班组加强积极开展文明施工劳动竞赛。

②、注意搞好与沿线单位、居民的工作，以使工程顺利开展。 ③、挡土墙施工现场主门右侧悬挂施工标牌，标明工程名称、工程负责人、工地文明施工负责人、投诉电话等内容，接受居民的监督。 3、环境保护措施

随着人民生活水平的不断提高，做好环境保持工作日益显出其地位的重要性和迫切性。为了响应国家和业主对做好环保工作的号召，满足业主的有关要求，将结合本行业和挡土墙工程施工的特点，积极做好环保工作。具体措施如下：

（1）、根据挡土墙工程的施工特点，严格执行《公路工程施工安全技术规程》(JTGF10—2006)的具体规定；为了保护本合同工程免遭损坏，或为现场附

近和过往群众的安全与方便，在确有必要的时候和地方，或当监理工程师或有关主管部门要求时，提供照明、警卫、护栅、警告标志等安全防护设施。

（2）、对于挡土墙施工中粉尘污染的主要污染源——混凝土拌合、施工车辆、机械运行和运输产生的扬尘，采取有效措施减轻施工现场的大污染，保护人民健康。

（3）、在挡土墙施工期间加强环境保护意识，保持工地清洁，控制扬尘，杜绝漏洒材料。为此使施工场地砂石化或保持经常洒水，使得施工场地旁的农田作物绿叶无扬尘污染。

（4）、挡土墙施工场地平整畅通，排水系统良好。材料、机具堆放整齐，严格用地管理，场地内的管线严格按设计和安全规定架设，并严加管理，杜绝乱搭乱接等。及时清除现场弃土及施工垃圾。

（5）、挡土墙施工及生活中产生的污水和废水，集中处理，经检验合格后，方排放至指定的沟溪中，并保护农田排灌系统。

（6）、做好挡土墙施工现场的卫生管理和安全保卫工作，保持现场的卫生清洁，建立文明、卫生、防火、防盗责任制，落实责任人，非施工人员不得进入施工现场。
